Backgrounder
An “Affiliate“ is a Status Indian, with a 10-digit Status Number starting with “688”, without Band Membership.
In 1985 the then Department of Indian Affairs amended the “Indian Act” and separated “Status” from “Membership“. This amendment allowed bands to choose to either be a band under Section 11 (Keeping Status & Membership connected) or to be a band under Section 10 (Status & Membership are separate).
On November 3, 2020, after ratifying & accepting the Membership Code, Tk̓emlúps te Secwépemc became a Section 10 Band (Status & Membership are separate).
“Indians” registered when TteS was still a Section 11 Band, before the November 3rd “Cut-off”, were automatically added to the Bandlist as “Full” Band members.
“Indians” who were registered after the November 3, 2020 “Cut-off” gained Indian Status, and received a Status Number starting with “688”, but did not receive Band Membership with TteS and became an “Affiliate”.
“Affiliates” must apply for TteS Band Membership and be accepted by the 13 Grass Roots Family Representatives that have formed and lead the Membership Committee – in order to become a “Full” TteS band member.
